What do you mean the top screw is the idle adjustment? Mine has a screw on the throttle arm between the carb and the block to set the idle speed so what does this screw that you say is the idle adjustment do? Funny you say my carb is not designed for gas as this tractor is gas and always was, guess someone has put this carb on at a later date. This tractor cranks perfect if you choke it fully and leave it 3/4 - 1/2 choked for a good while. Will continue to run strong with 1/4-1/2 choke all day long. Problem is, I know something is out of adjustment for it to need choke to run. I need a methodical way to approach adjusting these two screws to get it right. Currently the T-handle screw is about 5 turns out. Don't remember what the top screw is at. As I remember, it didn't seem like turning the top screw had as much effect on the engine as turning the bottom T-handle one. Is this normal?

On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
