Throttle positioner on a C

The throttle lever on my C will not stay in place when in operation (ie:bush hogging or plowing) and slips down to a lower setting. I have fixed this with a pair of visegrips at the desired speed but would like to have the safety of being able to operate the throttle properly. The spring is there and not broken. Should I file deeper notches in the back plate, on the lever, replace the spring, that seems about the options. Thanks in advance for any suggestions.
