IH 460 PTO adjustment (560)

The PTO on my 460 utility runs all the time. No matter if lever is engaged or not. When I disengage it, it does not run at full power, but it still turns my bush hog squealer mower at a good clip. I have adjusted the linkage in and out and cannot find a good position that completely disenages it. I noticed there are two square key notches on the engagement shaft coming out of PTO it holds the linkage for lever. Can this be moved to a second position for adjustment?. Today I changed the hy-tran fluid in it and cleaned the vent cap. It was clogged shut. Any ideas? Pretty sure this is same PTO as on 560 and probably some other models.
