tractor won't run unless it has full chock

I cleaned the gas out of the tank,cleaned the sentiment bowl and took to bottom of the carb off and cleaned this out. I have also just put on a new generator and regulator. It started fine but it would run for 30 to 45 secounds and then it would quit. I don't know how to adjust a carburator but I gave it a shot anyway. I turned the needle valve in the front of the carb counter clockwise and with full chock it seems to run fine. I will take any advise as you can see I am not a master mechanic
