You have been having trouble for some time with this. Did the tractor sit for some time before you bought it? You are probably getting flakey rust from tank. Clean every thing from carb to tank. When you put it all back together make sure screen in bowl is good and add a quite large inline filter between bowl and carb. The screen in bowl will catch large particles, and you can dump that making your inlne filter last longer. It will clear up after awhile. Or you can spend some bucks having that tank cleaned and sealed.
