Farmall 706 wont turn over, was fine.

I just got a farmall 706 trucked into my yard that I was told ran fine. I turned the key, pushed the clutch in neutral, and put the lever up by the right-side of the steering wheel into "N" (the lever had H-L-N-R marked on it). Nothing happened. So I noticed a parking brake of some sort by my foot so I lifted that straight up and tried again, with no luck. I then charged the 12v battery, cleaned the terminals, cleaned the ground and the connection to the starter too and tried pushing the button again. Nothing happened. No clicks no attempts at starting what-so-ever. I noticed that when I first turn the key on, the amp light comes on solid. Then, after pushing the starter button, it blinks. Not sure if this has any connection. Not sure what to try next... Any ideas are welcome. Thank you.
