Hi Mike, this is pretty common on the old IHC tractors. The end of the shift lever wears enough to slide out of the notch in th shifter rail without pulling it back to the neutral position. It can be tuned up by rebuilding the end of the lever. Meantime take the lever out and use a long screwdriver and pull the rail back to neutral. Metal shift nobs were war years.
