Farmall H Starting problem electrical

New battery cables, rebuilt starter motor, New starter switch. The starter buzzes and seems to have a hard time turning over the engine, even with a battery charger/starter is hooked up. Battery shows "fair to good" condition on the hydrometer. Without the charger, there is nothing when you press the starter button. With the charger, I eventually get it to start (it takes a long while). Any thoughts?
