656 oil problem

I have an International 656 with the D282 diesel engine in it. The engine has been completely overhauled. I do not think that I am getting oil to the upper part of the engine. Oil will come out the hole for the pressure sender and there is oil into the filter but no oil coming out around the rocker arms. I have removed the glow plugs to be able to turn the engine over fast and to see if the oil comes out in the upper end. There is none and I have removed the rocker arms and shaft and filled each hole in the head with oil and there is no movement of the oil when turning the engine over with the starter. I have no clue as to what the oil circuit is supposed to be in the engine my IT manual does not cover it. Can someone give me a clue as to what path the oil takes through the engine. Also any help would be appreciated in correcting this problem. I have not checked the pressure with a gauge yet.
