Your A has a "Thermosyphon" cooling system. It works by the convection currents of heated water. hot water leaves the engine out the top to the radiator, then cools in the radiator to sink and displace the water in the bottom of the engine and start over again. For it to work, the radiator water level has to be up almost to the neck. Also don't forget to make sure your fan belt isn't slipping.
