Could be several problems.
1. If it is freezing or below there could be ice in the rear end locking up the bull gears.
2. Could be stuck between gears and/or the clutch disc has stuck to the flywheel facing.
3. I suspect rust on the sleeves not allowing the rings to go past the rust.
4. the brake bands could be corroded to the drums.

Take your time as you get aquainted with your new tractor. Patience will pay off in the long run.
