560 Hydraulics Broke??

My dad purchased a 560 Diesel, its a late model - 63 I believe. When he puts the loader down it will not pick up the front end of the tractor. It is an F11 Farmhand. Also when he puts his blade down, it comes within about an inch or two of the ground and will not touch unless he goes across a ditch or something. There is about 3 inches of stroke still showing on the two point cylinder. We had pulled all the pins out and stuff for when you are plowing, replaced them. Is there some adjustment somewhere on the thing or are the 560 hydraulics just not capable of this. It will lift anything up with that loader and if you put a chunk of wood or something under that blade it will about pick up the tractor, just no down pressure. Our Farmall 400 had a rear blade, same two point and Koyker loader and it would pick the entire tractor up off the ground. Dad is not very happy with his 560 right now. Any advice?? Thanks, Robert
