F-12 fuel pump problem!!

My dad has been working on his F-12"s fuel pump. He just bought a rebuild gasket kit for it. Tonight we were pulling it to start it and it will only pump fuel about halfway to the carb. Any suggestions on what may be wrong? I know that there is another rebuild kit that includes a spring, at least that is what the guy told me when I ordered the gasket set for my dad. I myself do not know much about the farmalls, so I am not much help, but hopefully someone will be able to shed some light on the subject.
