IH 340 no p/s or rear hydraulic lift

OK, Here's what I've got. I have an early 60's IH 340, not a farmall. It is supposed to have power steering. It has an engine driven hydraulic pump, bolted on the right front of the motor. When I got the tractor, the resevoir ( trans) was low. I filled it up to the top, and while filling it, oil started to shoot out the engine dipstick tube. Checked the engine oil, it now was WAY overfilled. I removed the hydraulic pump from the engine, found a front seal leaking badly. Replaced it with a known good used pump, packed it full of vasoline. I also removed the two hydraulic lines that run from the pump to the hydraulic unit under the gas tank and replaced all orings. The was also a device that sort of looked like an automotive oil pressure switch, but all the guts were gone and it was an open hole into the hydraulic system. I removed it and brass plugged the hole. Was told it may have been a pressure relief valve at one time? There is also another valve, held in by a C clip, in the top of the hydraulic unit under the gas tank. That was leaking as well, so I replaced the oring seal. How come, after all this, I have no p/s and no rear lift either? Is there a special bleeding procedure I need? I have seen filter replacement mentioned at times....where is it supposed to be?
