H brake band adjustment question

I seem to have used all the adjustment up on my H brake band adjusters. The bands are new but I can't get the pedal to adjust. It requires pushing on the pedal too far to make the brake work. The action of the brake is good with the only problem being that I have to push too far on the pedal. I suppose the drums must be worn enough that I can't adjust it the way I want. Anybody have a fix for this problem? Thanks in advance, Bob.
