3 pt on IH 444 doesn't work

I need guidance!!! A 444 showed up in my yard whose owner works with my daughter. (Apparently I can fix anything.) The hydraulics work for all the other functions but the 3 point won't go up. Where do I Start? He bought the tractor and the 3 pt never worked and he didn't need it because he bought it for a loader tractor. He changed the top cover and I don't know if he changed it out with the correct one. Is there a casting number for me to check 1st? Are these known to develope internal cracks in the castings? Help!!!!!!! Mark
