966 parking brake

at the dairy farm, there is a international 966 that we use to pull the mixer wagon, and i was going up a hill with the mixer and the tractor stalled on me, long story short i tried to get the parking brake in but it didnt work,and the power brakes had no power to them.. i jackknifed the tractor and no one was hurt, just ran over a t-post, anyway, now the parking brake when it is engauged, it just clicks if the tractor moves, it doesnt work like it should, is there a major teardown involved to fix this? any help is greatly appreciated!
