Farmall M has no power

I have a Farmall M tractor that started to skip; the valve spring cap busted off. I removed the head, replaced the valve spring, adjusted the valve seats and put new gaskets on it. It sounds much better but now seems to have no power. When I pull the throttle, it does not seem that the governor wants to open up. Do I have a problem with the govenor? I don't know anything about what to even check for on the governor. Or is there something else wrong?
