Are you sure there's no fuel restriction to the carburetor like dirt or rust? You can open the main jet adjusting screw near the bottom of the carburetor several turns CCW. Valves should be set at .020" cold. You could've changed that valve spring without pulling the head by having that piston at TDC and applying 100 psi of air pressure through the sparkplug hole. There's a tool made for this and I have one that's used to compress the valve spring. You would need to make sure the air pressure is holding and not leaking past the rings. Hal
