Adjusting brakes on 300 utility

To adjust the brakes, my IT Manual says "obtain the correct pedal free travel of 1 1/8 - 1 3/8 inches measured at top of rear frame cover." What is the "top of rear frame cover"?
Not knowing what else it could be, I measured it from the pedal to the foot rest, doubt that is right but seems to work. Also I could not tighten the jam nut on one side, can that be anything else but stripped?
