Broken Cast Belt Pulley

Hey guys, I picked up a cast belt pulley as an early Father"s Day gift for Dad. Well, UPS dropped it and broke a piece out of the back edge. UPS probably won"t make good on insurance because they"ll claim it was inadequately packed. If I took it to a professional welder, what are the chances of a functional repair? I mean, could someone that is experienced in welding cast fix it so that it could be used again? Not that we"d ever use it, but if it"s bolted on the tractor someone"s likely to put the pulley drive in gear and let out the clutch. I don"t want pieces flying, or the tractor shaking apart.
