706 has steer-to-the-right problem

My dad has a 706 that has a steering problem (power steering). He is able to turn the steering wheel (and thus the wheels), to the left, but is unable to turn to the right beyond the center point (wheels pointed straight ahead). The steering wheel refuses to be turned past that point. He must use his brakes to go to the right. Is it possible that it could be something as simple as a hydraulic line plugged or does this sound like something that could be an expensive fix? Allen
