Farmall M governor question

For all of the years that I remember my grandfather and my dad using the '52 Farmall M tractor (that I now am restoring) only one thing bothered me about it: as you moved the throttle lever the tractor RPMs would not go up until after a significant turn. In other words, the tractor would remain idling until you moved the throttle of approximately 30+ degrees and then the engine would rev. up. Is there a manual that shows how to repair a governor or tell how it works? Perhaps it is a simple fix. Is it most likely a worn spring? I plan to take it apart and investigate. Is there a special lubricant for these devises?
