I agree about the 5% or so you mentioned, but the step up from loaded to no-load RPM is 10%. All the books are quite specific about the two engine speeds, but none of them say whether the 540 is load or no-load, they just say that's what the PTO is governed for.

If I set the governor so the PTO runs at 540, am I setting it up too low? Is 590 or 600 with no load more appropriate for what I'm trying to do?

I'm not worried so much about beating a sickle-bar to death as I am trying to get the rings to seat on a newly rebuilt engine and get the engine broke in.

It sounds good and runs evenly, but my ear isn't what it used to be, never mind the roar of a Farmall fan, and the fact that I am quite far down on the stop bolt on top of the governor, I think I may have it running more than a little fast, and this tach on the PTO seems like a way to check it out that suspicion and pull it down if I need to.
