half of tranny 685

our recently acquired 685 only lets you shift into 2 of the 4 gears (maybe 1 and 2?). it is the pair that has the shorter lever on the tranny top that is unavailable. there is a bearing type cap directly accross from that lever on the right side that has its 2 bolts removed that tries to move when you attempt to select those 2 gears. c-ih parts site confirms it is 3/4 being problematic. they are calling the part the pivot interlock. also all the tranny cover bolts are finger tight only. is this a frequent problem or is there something likely abused?
