Battery start, yes, as opposed to starting with a hand crank. The ignition is a magneto. The magneto is totally isolated from the battery.
Trick to it is that both battery and magneto ignitions have distributors , complete with points and condensers-- that would be the part with the cap that distributes the spark around to the various plug wires at the proper time. The difference is the source of the spark. On the magneto, the guts of the assembly between the distributor generate the spark as the motor turns. There is actually a coil in there, though of a different design than the canister coil of the battery ignition. So the governor gear turns both the magneto (a magnetized shaft spinning inside the coil) and the distributor.
On a battery ignition, the governor gear simply drives the distributor so that it can rotate and do its job. The coil is external and with the points and condenser works to create the spark with electrical power coming from the battery.
