Carb. on '49 H Overflowing

I have a 1949 H which flows gas out of the breather end of the carb when I choke it. I have bought a new Float, Needle & Seat,a and Gaskets and have cleaned the entire carb, but it still leaks like crazy.
Do I have something set wrong or what???
