Sounds like engine vacuum is sucking air through your clear tubing. The air is then going through the jet instead of gas, so the engine sputters. That could indicate that the carburetor bowl is not vented well. When you pull the bottom off the carb make sure the holes are all open and the gasket fits them. Since you said it ran with your finger over the end of the tubing, how long would it run? It may take several cleanings to get the gunk out of the fuel lines. You mau also have trash floating around in the fuel tank, plugging the opening only sometimes. I have had this happen more than one time. You shouldn't have to plug the tubing when starting the engine.
