The plug where the small line come in would be pressure putting a guage there and operating the levers that operate the rockshaft should get a reading. What are you using for a resivour as there isnt enough oil in the system to raise the loader very high. Was the shaft on the pump worn where the seal goes it doesent take much for pressure to force fliuid thru seal and into the crankcase. Where is the control valve connected to the system to lift the loader. Are you using the block that lets another control valve run a cycl or cycls and is it an open center.
