9N Cutout Relay?

This newbie is trying to figure out why his 9N won't start. I have a new battery and have traced the voltage along the wires. The resistor block and coil have 6V but the cutout relay does not have 6V on the starter side (with the key on, the clutch down, and the starter button pushed). Is it a valid assumption that this is the reason and the cutout relay needs to be replaced? Anything else I should look at or replace? Thanks.
