Cub Cadet 1641 won't cut

I have a 1995 Cub Cadet 1641 tractor that is not doing the job for me. I use it to cut about 1 acre of grass once or twice a week. The problem is that the mower deck is forever clogging up. I need to clean out under the deck after every mow. If I try to cut thicker bladed grass like buckgrass or quackgrass, forget it, it will just clog up. I've tried lowering the rear deck wheels, so the front of the blade it higher than the rear. That did help a little, but the cut looked horrid. Any thoughts as to what might be causing this? I should note that I have the 48" deck with the 16 HP engine. I'm wondering if it's underpowered.
