Since it's outside, try to find a way to cover the engine, or at least block the wind so it can't carry the heat away that's generated by the block heater. If nothing else, cut some holes in an old tarp so it will slip down over the stacks on top and tie underneath. This will help keep whatever heat you put into the engine IN the engine.
