cheap 3-pt tractor

is there a 3-point hitch tractor (make does not matter) out there for under $3k?? what is it?? i'd like to turn an acre of ground per year so i can reseed my 35 acres with prairie grasses. plow and disc. every other week or so. not the heaviest load in the world. certainly not as heavy a load as a full-time farmer would put on it. would also probably mow with it some, belly or bush hog. would a IH cub do this??? does it have a 3-pt hitch?? if i were doing it all at once, i know i'd need something bigger and more expensive. i also know the experts on this forum have had this discussion a thousand times. sorry for the repeat-o-rexia, and thanks in advance for your responses.
