bush hog question

Is the tire behind the bush hog supposed to be in contact with the ground at all times?
I bought a tractor slightly smaller than my Ford 8N and the three point tends to lift the
whole bush hog off the ground instead of the tire taking part of the load. Is that not a
good idea for the three point to take all the load?
