Honda HT3813 Valve Timing Help

I suspect the valve timimg is off. On the compression stroke the intake valve has opened about .15" by the time the piston has reached TDC. Seams this would cause backflow of exhaust into the intake manifold and cause the miss I'm experiencing. Im pretty sure this is not correct perhaps the belt jumped? Does anyone have instructions on how to set the valve timing or change the cam belt? Thanks, Paul
