OT: Cats!

Howdy, I know that cats can be useful on the farm. I live in the city. I will never own a cat, I don"t like them at all. I have a small dog. The problem is this: My 2 of my neighbors have cats and let the damn things have the run of the neighborhood. I can"t get close enough to them to see if they even have tags on to see where they live, they are too fast. They use my landscaping as their litter box and then they walk all over my cars. I have an animal trap, but I don"t know what to do with them if I trap them. I don"t want to kill them, which might happen if I take them to the pound. It truely irritates me that if my dog gets out, it gets caught and then I pay a fine to get it back. Yet this is not the case with cats. In all of your farming wisdom, is there anything I can put in my yard, other than a bigger dog, to keep the cats away. I"d settle for that. Someone once suggested mothballs, but it didn"t work for them. I"d be thankful for any help you can give.
