Allis HD5 please advise

I'm looking at a HD5 dozer. Runs strong, Pushes dirt real nicely.
The problem is it doesn't turn right. When you pull the right clutch & hit the break there is no responce. Upon closer inspection the pin at the bottom of the hand lever is to small causing some play. The lever doesn't encounter resistancetill well after the other lever. Could this be the problem. He wants $3000 as is.Is it worth it? What other possible causes could there be, & how expensive?
I've only worked with old Farmall tractors, Dozers are new to me(so is the Allis brand but I hear good things) Thanks for any advice
