You ought to use caution when removing old paint wether it's lead based or not. The problem with lead paint is when it's ingested so keep your kids from eating the stuff and use a respirator if you sand it off and you will be OK. I've heard good reports from those who used Easy-Off oven cleaner to remove old paint and grease, in preparation for painting. Less expensive than sand blasting. Unless there's a lot of caked on old paint, that should do well for your needs. Always use good ventilation and wear a respirator when either painting or removing any paint. I wouldn't worry too much about lead based paint.
