300U Wishbone Repair

I just discovered that the front end "wishbone" of my recently acquired IH 300 utility (w/ PS & loader w/no down pressure) is completely loose at the rear end where the "ball clamp" is supposed to be bolted up under the tractor. The three 1/2" bolts are gone. The rearmost hole (directly under the ring gear it appears) looks like the threads may be bad. The front two holes I can't see since the clamp is displaced about 3/4" toward the front of the tractor, so the clamp is covering the holes. What's the best & safest way to move the wishbone clamp 3/4" toward the rear of the tractor? In effect, I need to move the front spindles 3/4" closer to the line of the rear axle. Should I jack at the middle of the tractor behind the ball clamp or at the front of the tractor? Would a "come along" hooked to the rear hitch and the front wheels do the job? I'd appreciate any thoughts you have -- especially from a safety point of view. Unfortunately, I have no shop. This will be a winter "shade tree without leaves" adventure. Thanks. Bob
