sleeves falling out the top of 282 Diesel ?

I tore down the engine in my 560 today ,I thought just for a leaking head gasget until I got into it.Three sleeves were cracked and all were loose,by loose I mean turning the engine over with the head off the sleeves all popped up and I pulled them out by hand.There was machining/honing marks in the bores ,Why is it so loose I've had to use a block and sledge hammer to tap down sleeves and these ,if cleaned up would fall in.. What should I do? thanks
