voltage regulator- cut out question

Could someone please tell me the difference between the two? I have what I think is a cut out on my generator on my H Farmall, but don't know for sure. is there a way to test it? I had the generator tested and they said it was good along with what ever is mounted on the generator (regulatoror cut out). The tractor does not a show a charge on the meter after I rewired the tractor,. I know had wired it incorrectly at first. Could I have ruined something? I have heard I needed to polorize something, but I guess I'm lost. I would appreciate some help with this issue. thanks dave
