Ammeter reading

My ammeter needle jumps around quite a bit and I noticed that my cutout point does spark. I was checking an earlier post and somebody else had a similar problem. Is my cutout supposed to spark like that or should I adjust it? Somebody else mentioned adjusting the spring tension in the cutout. How can this be done? Of course my tractor doesn't charge, though I think I saw the ammeter finally reading correctly, except that it was jumping so much I couldn't really tell. One last thing: I have access to a decent multimeter. What kind of tests can I run on my charging system? Any help is greatly appreciated? Chris
