If your cutout relay is sparking there is a problem other than spring tension. Does your tractor have a regulator or just a cutout? If the brushes in the gen are worn and not making contact all the time, the cutout will open and close constantly. Check the gen out for broken or poor connections internally and worn brushes or bad wiring to the regulator. When the gen is good, with the belt off, take a jumper wire and apply battery voltage to the post "A" or "GEN" it will spin like a motor.
