Tony - Sounds like the upper bolster pivot shaft has snapped. Ordinarily the sector gear in the steering box keeps the front wheels in place when you jack the tractor. The fact the front wheels stay on the ground you jack it up says the shaft is broken. The good news is the pivot shaft not difficult to replace, and any decent boneyard should have a replacement.
