IH 444 Posi-traction hung up

I just bought a circa 1970 model 444, but the posi is hung up. The foot pedal will not retract on its own; I have to pull it up with my hand.
Anyone have a similar problem? Is there a quick fix to unlock the rear-end? ONe other problem, same tractor, the tranny gets locked up in "two gears" at once. I can usually free it by rocking the rear wheels back and forth just a bit. I welcome any input. Ken from Haymarket, VA
