Help for IH 1486 Hydraulics

I would be very grateful if I could get advice on the problems I´m experiencing. I must tell I got this tractor early this year and was parked for almost a year. I did work on the engine like injectors, pump, belts,change radiator changed clutch,shaft etc. 1.-Brakes were checked, discks all of them allright only change the "o"rings and bleed air. But air almost never got it out. The pedal is still soft. Where could I be getting this air from? 2.- Decided to use the tractor on a flat surface to plow.Tractor is able to raise and turn the implement.After half an hour of plowing it is very evident that the power to raise the implement is reduced because takes more time to do it. Also to turn the plow it gets almost impossible. I open a house to see if it wasn't clugged and noticed oil very thin (no very hot). Filter was chenged before operating it almost 1 month ago. I inspected the oil cooler and noticed there is no flow even with the tractor running. No flow from the multiple control valve. As you may know there are two pumps, one for the brakes and steering and the other for the 3 point and plow. I would be very grateful if any of you could provide advise. All suggestions are more than wellcome.
