Fist i need to know if it has the open center system or the PFC system, as for the no flow at the oil cooler then i would GUESS that there is a problem in the MCV with a stuck valve or weak spring . We can play lets try this or that all day but the best way is to take it in and have the system flow rated as this will save time and money . Ther are vary few that have a Flow Rater to work with other then the dealers , myself am one of the lucky ones but i can only do the open center systems as i have not come up with the other part to do the pfc's and they can drive a sobber man to drinken with out it.
