Farmall C Surging Battery Discharge

I've replaced the surge control spring and adjusted the carbeurator linkage but engine surges when going downhill, it's ok on level and going uphill or when under a load. What is the problem?

I've converted to 12 volt, replaced the generator with a 1-wire GM alternator and 12 volt coil. The alternator charges ok but when left overnight the battery discharges. I have seen sparks on the alternator when i touched the fan and alternator with a screw driver--engine not running. What can I do to keep battery from discharging?
