H wont turn over.

i bought an H in june and brought it home and had it sitting outside while i was building a barn to put it in. got a new battery for it (6 volt system) and when i checked the oil, was full of water. drained it all,put new oil in it, cleaned the plugs but can not get it to turn over with the new battery.(battery is good. put it on the charger and was full power) did try turning it over with a 12 volt battery and it did turn over, so it's not siezed. should i try pull starting it? or any other suggestions? matt W
