Rebuilt Carb on 300 U Leaking Gas

Just put the rebuilt carb on the 300U. Won't start and it is leaking gas out the air intake. Checked the plugs and they are dry, so it is not getting any gas into the cylinders. Possibly the float is stuck to the sides of the bowl or something... I'll work on it a little more later. May have to drop the bowl down. Turns over real good, but won't begin to fire. Must have a setting wrong.
